Stop a running V2 experiment.

Cancels all Temporal workflows (main + reruns). DB cleanup (marking RUNNING cells as ERROR, columns/EDTs as FAILED, experiment as CANCELLED) is handled by each workflow's CancelledError handler via the stop_experiment_cleanup_activity.
