List all eval groups for the user's organization.

Pure routing: three independent bulk reads in this method (main EvalGroup queryset, EvalGroup.eval_templates through-table, and EvalTemplate) all route to DATABASE_FOR_EVAL_GROUP_LIST when "feature:eval_group_list" is opted in. No query semantics change.
