Add Segment Sfx Endpoint

Manually add a new SFX asset to a segment from the audio library.

Unlike assign-library (which fills an existing, storyboard-generated SFX slot), this creates a brand-new sfx segment_asset assigned to the chosen track and appends a matching audio layer to the scene so it flows through to the editor without a scene rebuild.
