Delete Segment Asset Endpoint

Remove a removable asset (sfx / ui_element) and drop its scene layer(s).

Deleting only the derived layers would resurrect them on the next scene rebuild, so removal happens at the asset. Frame/clip/voiceover assets are structural and must not be deletable this way.
