Create several tables in a section

Creates count tables, all or nothing, numbered from the smallest free numbers of the section's band, or with a prefix from the smallest numbers free within the section and prefix; listSections' remainingTables says how many unprefixed tables still fit. Refused with CONFLICT as sectionFull when no number is free, as bandExhausted when fewer than count are, as planFull when no placements are given and the plan has too few free cells, and as numberTaken when a concurrent write took a number.
