Add base_subscriber role for a User

Assign the base_subscriber role to a user.

Base Subscriber Details:

  • Requires an admin role or the super_moderator role.
  • Uses the same path as granting "Base Subscriber" in the admin UI: adds the role, adds a note to the user, and sends the user the base subscriber email.
  • Idempotent: if the user already has the role, nothing changes (no note, no email) and the response is still 204.
