Get Lesson Passages

Get all available lesson passages with optional filters. Includes topic information and user's progress status if any.

Only what the lessons page itself offers (lesson_catalogue.offerable: the situation lessons). This list feeds onboarding's first lesson and the school assignment picker, and until 2026-09-22 it returned every active row, so a teacher could assign one of the 167 older reading lessons that no learner can reach from the Lessons page. One was assigned to 164 TESI students and could not start.
