UserRemovalRequests

The admin being removed objects: the request closes and nothing changes.

Requires ManageUsers and an Idempotency-Key; no body. Only the admin named in the request (the key's creator must be them), and only before effectiveAt: after the 14-day notice period it can no longer be contested (409). Example: POST /api/v1/users/8f0c3c1e-2b6d-4c55-9a51-0d3f3c1b7e21/removal-requests/12/contest.
