UserRemovalRequests

The requester withdraws a pending removal request.

Requires ManageUsers and an Idempotency-Key; no body. Only the admin who asked (the key's creator must be them) or a System Admin, while the request is Pending. Example: POST /api/v1/users/8f0c3c1e-2b6d-4c55-9a51-0d3f3c1b7e21/removal-requests/12/cancel.
