Create person tracker list

Create a new person tracker list. By default you add people manually and we periodically check them for changes matching your tracking rules. Provide prospectSearchParams to instead create a DYNAMIC list that auto-populates with people matching a query and refreshes over time. Credits are charged per entity per refresh cycle; lists containing premium rules (marked isPremium in GET /tracker/rules) bill at a minimum per-entity rate (see your plan's pricing for exact rates). Creating the list itself is free.
