NVSentinel node faults ↔ optical state of the node's uplink (±60 s)

For every NVSentinel health event in the window (default categories: GPU driver unresponsive, mlx5 NIC wedge, IB char-device missing, power brake; categories=all for everything) look at the node's switch uplink: optical_readings ±60 s (rx power / temperature / FEC) and risk_alerts. sync=true first pulls new rows from the NVSentinel PostgreSQL store when FIBER_NVSENTINEL_PG_DSN is set.
