Agentic RCA Investigation

Run an agentic root cause analysis on a port. Claude autonomously gathers evidence via read-only tool calls (telemetry, history, alerts, vendor baseline, topology impact, similar RMA failures, module lifecycle) and produces a structured report with root cause, confidence, evidence, timeline, impact summary, recommended actions, and a TTF estimate. The report is persisted in diagnosis_reports.
