Get a signed download URL for a completed transcode

Returns a short-lived (10 minute) signed HTTPS URL for the completed output file. Because output_url on the transcode resource is a gs:// URL that cannot be fetched directly by HTTP clients, use this endpoint to obtain a fetchable URL. The client is then responsible for downloading the file directly from the returned URL — the gateway does not proxy file bytes. The job must be in completed status and have a non-null output_url.
