Public Assistance Projects Status
This dataset contains data on all Public Assistance (PA) project grant applications associated with ongoing PA operations in open declarations. The purpose of this dataset is to provide information on the statuses of PA reimbursement grant requests, and deliver further transparency on program activity, as outlined in H.R.7147 - Homeland Security and Further Additional Continuing Appropriations Act, 2026.
As part of disaster declarations, the President can make federal funding (Public Assistance) available through FEMA to eligible state, local and tribal governments and certain private nonprofit organizations. This is done on a cost-sharing basis for emergency work and the repair, replacement, or mitigation work for facilities damaged by the disaster event. FEMA obligates funding for a project directly to the Recipient (State or Tribe). It is the Recipient's responsibility to ensure that the eligible subrecipient (listed in the dataset as Applicant Name) receives the award funding. For more information on the Public Assistance process see: https://www.fema.gov/assistance/public/process
This dataset includes all project applications (projects) entered into the PA source system: Grants Manager/Grants Portal. This includes projects that have been operationally closed, awarded, pending award or amendment, as well as those that have been discontinued through project withdrawal or project ineligibility. The data includes attributes of the declaration, incident, primary recipient, and applicant organizations. Further details are included regarding each project, including: the project's category of work, and a brief description of the emergency or permanent work for which reimbursement is requested. There is also information on various project statuses through the phases of the PA process, as well as milestone dates and timeframes to allow monitoring of the ongoing and completed grant applications. Additional facts are included regarding project costs, including: the overall requested reimbursement costs, the federal and non-federal share of these costs, federally awarded funds, and funds still pending processing and award.
This dataset includes a combination of both raw, and calculated data from the FEMA Applicant Case Tracker (FAC-Trax) database, which is sourced from the PA Grants Portal and Grants Manager platforms. The database contains information entered by both FEMA and external recipient and applicant personnel. As such the data contained in these systems is subject to a small percentage of human error. FEMA Public Assistance transitioned from the previous source of record (the Emergency Management Mission Integrated Environment (EMMIE)) between 2022 and 2024, migrating data from one system into the other. For a number of years, the program was using a combination of the two systems for some portions of the process. Due to the integration of data from two separate databases, there is potential for some minor inconsistencies in certain data fields. The financial information is derived from FAC-Trax and not FEMA's official financial systems. Due to differences in reporting periods, status of obligations and how business rules are applied, this financial information may differ slightly from official publication on public websites such as usaspending.gov. This dataset is not intended to be used for any official federal financial reporting.
