Get Latest Message
Return the latest message data for the given topic.
On-demand capture mode: the first request only raises a flag and returns null; the next received message populates latest_message. Clients re-fetch via refetchInterval to pick up the actual data. The contents of message depend on the ROS message type (msg_type) and the structure varies dynamically.
