Verify a payment intent

Verify-before-pay adapter for AP2/x402/ACP flows. Maps payment counterparty context (merchant/payee/recipient/domain) to Faro's existing payee/url checks and returns the standard verdict object. Advisory only: Faro does not settle, authorize, or move funds.
