Get Targets

Return the quantitative target trajectories with per-year modifier/regime metadata. The non-numeric details (modifier, target_regime, is_explicitly_absent, unit, source_passage_id, source_quote) are stored as per-year dimensions of the form {YYYY}__{type} — so we pivot them back onto each year's data point.
