Set a machine's OS target

Sets a machine's OS target (os_type = distro_arch, validated against the supported targets), keyed by the machine's display name. 404 if no machine of that name is owned by the caller. Cookie callers must pass CSRF.

This is a write: a read-only API key is refused with 403.
