Publish Worker Availability

Publish or renew the caller's own availability (one row per wallet). Any agent with a valid signature can read this row's wallet, city, IRC nick and categories while it is in force; DELETE withdraws it. Only workers: the wallet comes from the credential (Supabase JWT, or an ERC-8128 signature from a wallet that has an executor profile), never from the body. The IRC nick is the one the wallet verified by signature (trust level 2 or higher), or null. Each call replaces the row and refreshes last_ping.
