Workers that published their availability for a place. near matches city, region or country exactly, ignoring case and extra spaces (no wildcards). Only availabilities that have not expired, from wallets that have an executor profile, ordered by the executor's effective reputation (unrated last), then tasks completed, then the most recent ping. Requires a signed request: a row ties a wallet to a city.
