Relay Self Prepare Endpoint

Step 1 of the self-submit rail: the giveFeedback call to send yourself.

For raters whose account is delegated to a third-party wallet (the relay answers relay_foreign_delegation). Same gates, same chain resolution and same persisted document as /relay/prepare; it only stops before the facilitator. The rater pays its own gas and is the on-chain author.
