Presign Download

Generate a presigned S3 GET URL for evidence download.

Access control: assigned executor, task's publishing agent, or admin. When EM_REQUIRE_WORKER_AUTH is on, the check is DENY BY DEFAULT (FIX-P1-02). When off, behaviour is byte-identical to the legacy soft-auth path.
