Add the card of a finished setup to the organization's cards in this mode. It becomes the default with `default: true`, or when the organization has no usable default. Every automatic charge still due is then retried shortly after, in the background. Safe to repeat: a card already added is answered as it is. 409 `setup_incomplete` while the card is not saved yet; 404 for a setup that is unknown, another organization's, or of a card removed since
