Admin (WithdrawalSettle): the cross-user queue of withdrawals awaiting operator action, oldest first — queued (awaiting liquidity/dispatch) and processing (broadcast in flight: settle with the mined tx ref, or fail ONLY if nothing reached the chain). The admin Withdrawals screen's clear-the-queue surface.
