Authenticated SSE stream for persisted deployment log snapshots, live rows, and status

Emits deployment_logs_snapshot events with entries/cursor/streamState, deployment_logs_event events with one sanitized DeploymentLogEntry, and deployment_logs_status events with streamState plus per-kind streamStates. Optional logKind filters snapshots and live rows to one deployment activity channel. Invalid logKind or limit values return 400 before the SSE stream opens. Snapshot events do not include the legacy concatenated logs string.
