Acknowledge permanent host retirement after quiescence and usage delivery
Host producer bearer with app-host-facts scope. Host and boot come only from verified claims. Requires the current provisioning/draining boot, no pending binary change and final SQL usage for every known invocation. Idempotent for that exact boot. The installed activator must permanently fence serving before calling this endpoint.
