List the label change log

One row per label mutation with the actor, the before and after content, and the changed fields, written in the row's own transaction. pending rows wait for a publish, published rows name the version that carried them, quarantined rows are held, and superseded rows were replaced by a later change to the same row. Newest first. Accepts a platform session or a key with labels:draft-read, labels:reject, or labels:publish; actor identities and request ids are returned to platform sessions only. Only the public label set has a change log.
