Get EVK vault assessment

The stored assessment, or default unevaluated statuses when this deployment serves the chain and the vault has genuinely never been checked. A chain the deployment does not serve answers 404 CHAIN_NOT_SUPPORTED instead, so "never assessed" is never reported for a vault Euler could not have assessed; an archived metadata-only chain is unserved too but carries imported rows, and those are still answered.

A served chain without the assessments chain capability answers 404 CHAIN_CAPABILITY_DISABLED.
