Get the public image base URL

Public. Returns the base URL that every logoURI V3 serves starts with, for example https://v3.euler.finance/v3/images, so a client loads images from the same V3 as its data. Image paths go under it: /tokens/{chainId}/{address}, /chains/{chainId} and /{namespace}/{assetKey}. Cached as public, max-age=3600.
