Read one target of any domain before proposing a change

Requires the domain's :read capability or an allowlisted Toolbox session; a domain no key may change (for example trust-entries) is session-only. key is the domain's target key (keyFormat in GET /v3/changes/domains). Returns the current value with the version to send as expectedVersion, the open proposals oldest first, and up to 50 decided changes newest first. API-key responses omit operator attribution.
