Args: db (AsyncSession): Request-scoped database session. context (ActiveContext): Resolved caller identity and scope. query (DomainListQuery): Filters + pagination. pager (Paginator): Fills the response's navigation metadata.

Returns: DomainListResponse: The authorized, paginated list.

Filter by organization ID.
