Verify domain ownership
Run the DNS TXT-record check and mark the domain verified on success.
An already verified domain, of either kind, answers success at once without re-running any proof, as legacy did.
Args: domain_id (int): The domain's identifier. db (AsyncSession): Request-scoped database session. context (ActiveContext): Resolved caller identity and scope.
Returns: SuccessResponse: The legacy envelope, "Domain verified".
Raises: VerificationFailedError: The lookup answered and the expected TXT record was absent -- answered 422, the documented code, so the caller knows to publish it. DnsLookupError: No resolver could answer, so the proof was not attempted -- answered 503 with Retry-After, never 422, which would blame the caller's DNS for our own outage. PermissionError: Cerbos denied the activate.
