Simulate a stamp outcome (test mode only)

Fast-forward a sandbox stamp to a terminal state so you can test polling + webhooks without waiting for real fulfilment. verified issues a synthetic certificate and emits stamp.verified (plus order.fulfilled once the whole order is terminal); failed cancels the stamp (releases the hold) and emits stamp.cancelled. Requires an sk_test_ key — returns 403 on a live key.
