Start a sandbox order processing (test mode only)

Originates the order.processing_started webhook (once) plus one stamp.processing_started webhook per still-pending stamp — exactly as a live partner-batch acceptance would, with payloads identical to production. Use it to exercise your processing_started handlers without waiting for real fulfilment. Idempotent (re-running never double-delivers) and order-safe (already verified/cancelled stamps are skipped). The stamp's polled status is unchanged — the transition is delivered purely as webhooks. Requires an sk_test_ key — returns 403 on a live key.
