Queue probes for this directory’s listings
Enqueues one job per distinct host whose evidence is missing or stale — not one per listing, so a directory with 40 listings on one domain queues one job.
Capped per run; the response reports deferred when the cap was hit rather than implying full coverage. Respects enrichmentPolicy.probe === false, which short-circuits before any work is queued.
