Request account deletion (data rights)

Opens a tracked erasure request (Law 09-08 / GDPR), processed within 30 days by an operator: personal data is erased or anonymised, invoicing records are retained for the legal accounting period. Dashboard session only. Idempotent — a second call returns the already-open case.
