Stream the jurisdiction-federated repo list (SSE)

Server-sent events. Auto-pages the full core repository index, emitting a page skeleton frame per core page (plus a rollout-compatible ready frame for the first page), fill/error frames as each page's cell batches settle, then done after the complete set is hydrated.
