Reads me.regional.providerEmails from the account's HOME jurisdiction core. These addresses are regional PII, so unlike /auth/me this route routes to the home core (one sibling token exchange when the session was issued elsewhere). Answers 503 when the home block could not be read; a client must not render that as "no email". Requires a valid session cookie.
