Cancel latest requisition

Cancel the authenticated patient's latest requisition.

Resolves the latest requisition from RS using the user id as patient external id. Only ORDER_CREATED and MD_APPROVED statuses are cancellable. Syncs user_orders status and writes audit log while the legacy write path exists.
