Update autoscaling groups

Replaces the configuration of existing autoscaling groups, matched by groupName. Groups not mentioned in the request are left untouched. Each listed item is a complete group definition — the same shape as when adding a group.

The cluster must be in "ACTIVE" status. The operation is asynchronous: the method returns 202 with the cluster payload; scaling to the new targets happens in the background.
