Hard-reset a VM

Power-cycle without a clean guest shutdown. Use only when restart does not respond. Returns the VM with its new status; 409 RESOURCE_BUSY if another operation is in progress. Idempotent: calling it on a VM already in the target state returns unchanged: true.
