members

List org members available for sharing.

Returns a minimal roster of active organization members (userId, displayName, email, role) for use in the dashboard sharing picker. Any org member may call this — no admin role required — so a non-admin dashboard owner can populate the sharing UI. Cross-org orgId 404s (same as other org paths).
