Invite a user to the organization by email.

Sends a WorkOS invitation; the invitee is mirrored locally on acceptance (JIT + the organization_membership.created webhook). Admin or owner only.

On the first invite from a claimed trial org (one whose owner has already signed in via the claim link but whose org has no WorkOS backing yet), dvt lazily creates and binds a WorkOS organization before sending the invite (DVT-914) — the caller does not need to do anything differently. 503 now means only that no hosted identity provider is configured at all (e.g. local dev); 409 means the trial account has not been claimed yet, so there is no WorkOS identity to create the organization against.
