Modify Device Project Call Sign in Project

Modify a device's call sign from project perspective (Project Call Sign). Business Constraint: if device has not joined organization, call sign cannot be empty (prevents unrecognizability on project side); if device has joined organization, this field can be empty. Call Conditions: caller must have device management permission within the project.
