Dispatch Widget Avatar

Mint a LiveKit room + token for a widget VIDEO (avatar) call.

Server-side degrade: returns 200 with avatar discriminator. Fleet-full => avatar:false (plain voice), NOT 429. The voice_sessions row is always source='avatar' (degraded calls tagged metadata.degraded_reason).
