Additional evidence triggers re-answering of this PA using all accepted evidence. An upload alone keeps an external outreach round open until explicit completion or its configured deadline. Completion returns the PA to review after any accepted evidence finishes processing. Completion applies to this PA's current external outreach and is safe to repeat after it ends.
