Create a PA status check

Create an asynchronous PA status check.

instant_only never falls back to standard processing. An ineligible or failed instant check becomes a failed operation. instant_preferred attempts instant processing first and permits standard fallback.

This contract-only stub currently returns 501 without creating a record.
