Get the regional dv/v summary for the station pairs near a point.

Pricing: Included in subscription tiers (legacy list price: GET /api/v1/billing/pricing). Requires authentication. Served ONLY from the fixed method (in production since 2026-10-14), and only when at least 10 station pairs have a servable row: median_dvv_pct is the median over pairs of each pair's mean (the validated network-level form), avg_dvv_pct the plain mean of the rows. Rows computed by the earlier pipeline are never served (null, with the reason and the count withheld). No trend label is given. The claim is in dvv_validation.
