Create a Founder workspace from a live settled MPP activation credential

Consumes the one-time live activation credential, creates the prepaid Founder entitlement, and returns a one-hour setup-agent token plus a one-time recovery key for handoff to the human owner. Sandbox payments cannot create production workspaces.
