List regulation types

Regulation type codes (decretos, resoluciones, circulares, etc.), the source of rtype_id for list_regulations.

Pass country_code (one country): you get only the types that country used in the last two years, most-used first, each with regulation_count. Names repeat across countries -- 'Decreto' is several ids -- so take the id from this scoped list, not the global one. q filters by name (accent/case-insensitive). Without country_code: the whole global catalog, alphabetical.

Data sources: official gazettes and issuing-agency portals, scraped daily or twice daily per country — e.g. Diário Oficial da União (in.gov.br), El Peruano (gob.pe), Boletín Oficial de la República Argentina, Diario Oficial de la Federación (dof.gob.mx), Diario Oficial de Chile, Gaceta Oficial de Venezuela/Panamá, and 30+ Colombian entity sites. Every record links to the original publication via external_link.
